Responsibilities

  • Centralize scientific and administrative data from legacy platforms, file formats, databases, and isolated environments.
  • Build data pipelines and automated ETL workflows to migrate plankton and groundfish survey data into a centralized Oracle Enterprise environment.
  • Design normalized relational database schemas, data models, stored procedures, triggers, packages, indexing, partitioning, and query-tuning strategies.
  • Develop parsing algorithms, data validation rules, and data-integrity processes for inconsistent source data.
  • Develop secure internal and external web applications for data entry, querying, validation, editing, and partner submissions.
  • Implement staging-and-commit workflows with approval gates so external edits are reviewed before reaching production.
  • Apply role-based access control, federal data-security standards, and personally identifiable information protection protocols.
  • Support data analyses, reports, publications, presentations, workshops, scientific meetings, and public outreach activities.

Requirements

  • Master of Science in Computer Science, Information Systems, Engineering, or a related field, or a Bachelor of Science in one of these fields plus five years of relevant experience.
  • Ability to translate scientific processes into logical and physical data models, including Entity-Relationship Diagrams.
  • Expert-level proficiency with Oracle RDBMS 12c/19c or later and ability to write complex PL/SQL stored procedures, triggers, and packages.
  • Proficiency with Oracle Application Express or alternative application frameworks including Java/Spring Boot, Python/Django or Flask, or .NET.
  • ETL and scripting proficiency using Python, Pandas, NumPy, PL/SQL, Informatica, or FME.
  • Front-end development proficiency with HTML5, CSS3, JavaScript, and AJAX.
  • Experience with Git, GitHub, or GitLab for version control.
  • Knowledge of role-based access control, technical documentation, data dictionaries, user manuals, approval workflows, and audit trails.
  • Preferred qualifications include PostgreSQL or SQL Server, geospatial data, GIS, Oracle Spatial, ArcGIS, database development and administration, NOAA or federal-agency experience, and the ability to work with fisheries scientists.

  • Domestic and international travel may be required; hiring is contingent on contract award and employment is subject to required background checks and security processing.
