Mainframe Programmer Analyst

Responsibilities
- Review business and technical requirements and provide technical guidance and architectural suggestions.
- Design, program, and analyze changes to mainframe payroll and pension payroll systems.
- Review program specifications and determine the effort required for system changes.
- Support development of the complex PMS replacement project.
- Collaborate with technical leads, analysts, testing staff, and operations staff.
- Provide production support, troubleshooting, and coverage for payroll and pension payroll activities.
- Participate in overnight and weekend on-call support for payroll and pension payroll processes.
Requirements
- Bachelor's degree in computer science, information systems, engineering, mathematics, or a related field plus six years of related full-time experience; alternatively, a bachelor's degree in any field plus ten years of related experience, or equivalent education and experience.
- Strong experience as a senior mainframe COBOL/IMS/D82 programmer.
- Strong experience with JCUPROCS and CTLCARDS.
- Strong experience designing, programming, and architecting mainframe environments.
- Strong production coverage and troubleshooting experience.
- Strong knowledge of RMDS, EXPEDITER, and File-Aid for IMS/D82.
- Experience managing technical staff.
- Extensive experience preparing structure charts or invocation diagrams.
- Extensive experience designing mainframe application architecture and dependencies.
- Excellent understanding of systems development lifecycle methodologies.
- Experience with enterprise-wide, large-scale implementations.
- Knowledge of the City's legacy payroll, personnel processing, and timekeeping systems.
- Excellent oral and written communication, interpersonal, and organizational skills.
