Responsibilities

Design, develop, and maintain relational SQL databases consolidating financial and operational data.
Lead the consolidation of reporting functions under the Fiscal Operations and Analysis unit.
Develop a front-end application, preferably using Microsoft PowerApps, for purchase order submission, approval routing, document review, and procurement tracking.
Evaluate alternative application platforms where appropriate.
Write and optimize SQL queries to extract, validate, and analyze data from multiple source systems.
Document data definitions, system architecture, and standard operating procedures.
Train and mentor Financial Reporting Analysts and reporting staff on database maintenance and related technical skills.
Collaborate with IT staff and business users to troubleshoot issues and improve system functionality.
Ensure data accuracy, consistency, and compliance with agency and City data standards.

A master's degree from an accredited college or university with specialization in an appropriate field is required under the stated City Research Scientist qualification framework.
For higher assignment levels, qualifying alternatives include a doctorate with one year of responsible experience, a master's degree with three years of responsible research experience, or equivalent education and experience.
Candidates for the higher assignment levels must have at least a master's degree and at least two years of the specified experience.
Two years as a City Research Scientist Level I may substitute for the experience required for higher assignment levels.

The position is with the New York City Department of Correction and is subject to a minimum one-year probationary period.
