Base Salary

Responsibilities
- Lead the integration and deployment of new sanctions screening capabilities and improve real-time payment transaction screening workflows.
- Analyze business processes, system flows, sanctions standards, and regulatory requirements to define scalable technical solutions.
- Design and build fault-tolerant microservices using circuit breakers, bulkheads, active-active replication, and high-availability patterns.
- Develop event-driven, high-throughput screening pipelines using Apache Kafka or equivalent messaging platforms.
- Integrate AI/ML capabilities for predictive scaling, anomaly detection, automated self-healing, and false-positive reduction.
- Serve as the senior technical authority for sanctions platform architecture, coding standards, testing, debugging, and implementation.
- Partner with compliance officers, sanctions and AML teams, product owners, business stakeholders, and senior leaders on system design and technical direction.
- Mentor and advise developers, analysts, and new team members while providing technical coaching without direct people-management responsibility.
- Ensure platform engineering supports OFAC, EU, UN, PCI-DSS, AML/KYC, and other applicable regulatory requirements.
- Assess and manage technology, operational, compliance, and reputational risk in accordance with Citi policies and applicable laws.
Requirements
- 10+ years of hands-on software engineering experience in enterprise payments, sanctions screening, or financial crime compliance systems.
- Bachelor’s degree or equivalent experience required; master’s degree preferred.
- Expertise developing enterprise applications with Java, Spring Boot, Spring Cloud, and reactive programming frameworks.
- Proficiency in Java and Python with deep experience building distributed, enterprise-scale payments or sanctions platforms.
- Experience designing resilient microservices with circuit breakers, bulkheads, active-active replication, and continuous high availability.
- Experience with event-driven and message-based architectures, including Apache Kafka and real-time transaction data pipelines.
- Knowledge of sanctions screening, watchlist matching, fuzzy matching, false-positive reduction, OFAC, EU, and UN sanctions regimes.
- Understanding of payment processing across authorization, clearing, settlement, and reconciliation, including related fraud and compliance considerations.
- Experience with Jenkins, GitLab CI/CD, or GitHub Actions for automated build, test, and deployment workflows.
- Experience with relational and NoSQL databases including PostgreSQL, MongoDB, Oracle, or Redis, including performance tuning and schema design.
- Experience using AI development tools such as GitHub Copilot, Claude, or Devin.
- Experience implementing monitoring and observability with Prometheus, Grafana, ELK Stack, or Splunk.
- Strong systems analysis, stakeholder influence, consensus-building, mentoring, and technical architecture skills.
- Familiarity with PCI-DSS and AML/KYC transaction monitoring is preferred.
