Responsibilities
- Lead technical design, development, customization, integration, and sustainment of Oracle Federal Financials and DHA custom extensions.
- Develop Oracle Forms, Reports, Workflow Builder components, PL/SQL packages, procedures, functions, triggers, concurrent programs, shell scripts, and financial data interfaces.
- Engineer claims-to-invoice conversion, G-Invoicing, CARS ETL and reconciliation, SFIS/SLOA/CCAS enhancements, OFF-to-PRISM integration, DFAS/WAWF/Treasury interfaces, and archival and purge capabilities.
- Provide peer code reviews and technical leadership for Journeyman Developers while enforcing secure coding and development standards.
- Manage versioning, branching, packaging, requirements traceability, documentation, and deployment across development, system test, QA/pre-production, benchmark, and production environments.
- Support CRM system integration testing, including TEDS test claims, TED Master Files, and CORAMS reconciliation files.
- Ensure compliance with DISA application security and development STIGs, NIST SP 800-53, Section 508, and WCAG 2.1 Level AA.
- Provide Tier 3 production support and restore application issues within specified end-of-month, fiscal-year-end, production, and non-production recovery targets.
Requirements
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related technical discipline, or 15 years of documented software applications development experience in lieu of the degree.
- U.S. citizenship is mandatory; dual citizenship cannot be accommodated.
- Active or favorably adjudicated Tier 3/NACLC investigation with Secret eligibility, or ability to obtain interim T3/IT-II before onboarding.
- DoD IAT Level II baseline certification upon hire or within three months, such as Security+ CE, CCNA Security, CySA+, or GSEC.
- Experience with Oracle Developer Suite Forms and Reports, Workflow Builder, UNIX/Linux, and applications of comparable size and complexity to DHA ECS OFF.
- Mastery of Oracle E-Business Suite/Federal Financials R12 architecture, data models, APIs, open interfaces, and concurrent manager infrastructure.
- Advanced SQL and PL/SQL development experience, including package design, complex joins, analytical functions, bulk processing, and performance tuning.
- Experience with Oracle Forms Builder, Oracle Reports Builder, Oracle Workflow Builder, RHEL or UNIX administration, Bash/Ksh scripting, Cron, and command-line diagnostics.
- Experience with Git, GitHub, or PVCS and formal software lifecycle engineering; preferred knowledge includes IEEE 1074.
- Preferred experience includes federal accounting, USSGL, Prompt Payment Act, Antideficiency Act, SFIS, Treasury reporting, G-Invoicing, CARS, DFAS DDRS, SplashBI, Oracle BI Publisher, Oracle databases, WebLogic, OAM, CAC/PKI, and AWS GovCloud.
