Base Salary

Responsibilities
- Collaborate with USEUCOM staff to capture requirements, define use cases, and translate operational needs into knowledge-management solutions.
- Map processes, gather and analyze operational data, identify inefficiencies, and recommend process improvements.
- Develop and administer SharePoint sites, lists, forms, permissions, page designs, and customizations, including daily Site Collection Administrator operations.
- Build and sustain Power Apps, Model Driven Applications, automated workflows, and Power BI dashboards.
- Conduct structured user interviews and qualitative research, develop interview guides, and translate findings into actionable improvements.
- Deliver training, workshops, and user guides to drive adoption of knowledge-management tools.
- Integrate knowledge-management solutions with enterprise IT services and maintain compliance with DoD data governance and cybersecurity standards.
- Maintain system documentation, process roadmaps, and lifecycle sustainment plans while advising senior leaders and action officers.
Requirements
- Active Secret clearance with the ability to obtain and maintain TS/SCI clearance.
- Ability to obtain a TESA visa in Germany through BA/BS plus 5 years, AA/AS plus 7 years, a major certification plus 9 years, or 11 years of specialized KM/IT experience.
- 5+ years of business process analysis or engineering experience, including process mapping and improvement.
- 5+ years administering SharePoint 2016, 2019, or Online, including site collections, page design, permissions, and troubleshooting.
- Experience developing Microsoft Power Apps and Model Driven Applications.
- Proficiency with Microsoft Office, Visio, Power BI, Power Automate, and SharePoint Designer.
- Experience with knowledge management or process reengineering in a military headquarters or joint command environment.
- Demonstrated expertise in qualitative user research, structured user interviews, interview guides, and UX research frameworks.
- DoD 8570.1 IAT Level II certification.
- Strong communication and collaboration skills, including the ability to brief senior leaders.
- Preferred PMP, Lean Six Sigma, or business analysis certification.
- Preferred experience with Agile development environments and ServiceNow, Confluence, JIRA, or similar knowledge-management platforms.
- Knowledge of Joint Operational Planning and staff processes is desired.
- Familiarity with recognized user-research practices and translating interview findings into actionable product and knowledge-management insights is desired.
