Responsibilities
- Administer, configure, optimize, and govern Jira within Atlassian Government Cloud.
- Design and maintain Jira workflows, issue types, screens, fields, automation rules, permissions, roles, and security schemes.
- Monitor Jira licensing, user growth, usage, renewals, and subscription optimization.
- Integrate Jira with GitLab, ServiceNow, Azure DevOps, and other enterprise systems using scripting, APIs, webhooks, middleware, and automation.
- Automate cross-platform data synchronization and troubleshoot integration performance, security, and scalability issues.
- Support migration from Azure DevOps, GitLab, and hosted Jira to Jira SaaS in Atlassian Government Cloud.
- Partner with infrastructure, cybersecurity, procurement, and Agile transformation teams on platform governance and adoption.
- Develop technical documentation, standards, best practices, reporting, and Agile metrics.
- Provide technical guidance and mentoring to Scrum Masters, Product Owners, and delivery teams.
Requirements
- Bachelor’s degree in Computer Science, Information Systems, or a related field, or equivalent experience.
- At least 3 years of hands-on experience administering or engineering Jira in self-hosted or SaaS environments.
- Hands-on experience developing custom integrations with enterprise platforms, especially GitLab and ServiceNow.
- Proficiency with Python, PowerShell, or JavaScript and API integration.
- Strong understanding of Scrum, Kanban, SAFe, and DevSecOps principles.
- Experience migrating from Azure DevOps or similar tools to Jira.
- US citizenship is required.
- Preferred qualifications include familiarity with Confluence, Bitbucket, Atlassian Government Cloud, and Atlassian Marketplace apps.
- Experience in DevSecOps or Platform Engineering environments is preferred.
- Experience with FISMA, SOX, FedRAMP, information security, privacy, and risk assessment standards is preferred.
- Federal government experience and an Atlassian Certified Professional certification such as ACP-620 or ACP-120 are preferred.
