Responsibilities
- Own and continuously improve the enterprise software development operating model, engineering standards, repository practices, CI/CD expectations, security controls, release practices, and documentation requirements.
- Assess development practices across business units and create roadmaps to improve consistency, maturity, developer experience, and risk management.
- Define and promote golden-path workflows, repository blueprints, branch-management practices, CI/CD frameworks, and reusable engineering patterns.
- Coordinate secure development practices including code review, SAST/DAST, dependency and vulnerability management, secrets handling, SBOMs, release assurance, and evidence retention.
- Lead generative AI and agentic-development enablement across the software development lifecycle and define associated usage guardrails.
- Establish open-source and third-party dependency governance covering licensing, traceability, scanning, approvals, and exceptions.
- Coordinate developer-experience, CI/CD, artifact-management, scanning, SBOM, AI Gateway, and related enterprise tooling evaluations and implementations.
- Define requirements for self-service infrastructure and automation that enable compliant repositories, pipelines, and development environments.
- Maintain initiative roadmaps, milestones, risks, decisions, status reporting, requirements, and investment proposals.
- Facilitate cross-functional working groups, establish adoption and maturity metrics, and provide technical leadership, mentoring, communications, training, and enablement.
Requirements
- Eight or more years of experience in software engineering, DevSecOps, platform engineering, technical program management, developer productivity, software governance, or a related discipline, including at least three years leading enterprise process-improvement or enablement initiatives.
- Experience coordinating complex, cross-functional technical initiatives across multiple teams, business units, or organizational boundaries.
- Practical understanding of software architecture, source-code repositories, code review, build systems, CI/CD, testing, release management, and developer workflows.
- Experience implementing secure software development practices, vulnerability management, dependency governance, secrets handling, SBOMs, security scanning, and evidence retention.
- Experience translating policies, standards, and risk requirements into processes, controls, workflows, implementation plans, and acceptance criteria.
- Familiarity with enterprise developer tooling such as GitHub or GitLab, Jira, Jenkins or similar CI/CD platforms, artifact repositories, scanning tools, and infrastructure automation.
- Strong technical leadership, facilitation, organizational, written, verbal, and executive communication skills, including the ability to influence without relying solely on formal authority.
- U.S. citizenship and the ability to obtain and maintain a SECRET DoD clearance.
- Preferred experience includes software standardization, developer platforms, paved-road workflows, reusable CI/CD frameworks, self-service automation, generative AI governance, AI coding assistants, LLM gateways, agentic workflows, open-source licensing, vendor evaluation, and technology investment planning.
- Preferred experience includes software product lifecycles for hardware, real-time, embedded, or mission-critical systems and defense technologies such as radar, SIGINT, electronic warfare, hardware-in-the-loop, software-in-the-loop, or Yocto.
