Base Salary

Responsibilities
- Collaborate with USEUCOM staff to capture requirements, define use cases, and translate operational needs into Knowledge Management solutions.
- Map processes, gather and analyze operational data, and recommend efficiency and process improvements.
- Develop and administer SharePoint sites, lists, forms, permissions, page designs, customizations, and site collections.
- Build and sustain Power Platform applications, automated workflows, and Power BI dashboards.
- Conduct structured user interviews and qualitative research to identify user motivations, behaviors, and operational needs.
- Deliver training, workshops, and user guides to drive adoption of Knowledge Management tools.
- Integrate Knowledge Management solutions with enterprise IT services while maintaining compliance with DoD governance and cybersecurity standards.
- Maintain system documentation, process roadmaps, and lifecycle sustainment plans.
- Advise senior leaders and action officers and promote knowledge-sharing practices across directorates.
Requirements
- Active Secret clearance with the ability to obtain and maintain TS/SCI clearance.
- Ability to obtain a TESA visa in Germany through qualifying education and experience pathways.
- At least 5 years of business process analysis or engineering experience, including process mapping and improvement.
- At least 5 years of SharePoint administration experience, including SharePoint 2016, 2019, or Online site collections, page design, permissions, and troubleshooting.
- Experience developing custom Microsoft Power Apps and Model Driven Applications.
- Proficiency with Microsoft Office, Visio, Power BI, Power Automate, and SharePoint Designer.
- Experience in Knowledge Management or process reengineering in a military headquarters or joint command environment.
- Demonstrated expertise in qualitative user research, structured interviews, interview guides, and established UX research frameworks.
- DoD 8570.1 IAT Level II certification.
- Strong communication and collaboration skills, including the ability to brief senior leaders.
- Preferred PMP, Lean Six Sigma, or business analysis certification.
- Preferred experience with Agile development environments and ServiceNow, Confluence, JIRA, or similar Knowledge Management platforms.
- Knowledge of Joint Operational Planning and staff processes is desired.
- Familiarity with recognized user research practices and translating interview findings into actionable insights is desired.
