Responsibilities
- Design, develop, modify, integrate, test, debug, and document complex information systems and application programs.
- Support provider-facing applications and services, including .NET Core applications, APIs, batch-processing solutions, and legacy platforms undergoing modernization.
- Troubleshoot complex system integrations, respond to system failures and performance events, reduce downtime, and prevent recurrence of problems.
- Define system scope and objectives and optimize application capacity, operating time, response time, and output requirements.
- Participate in project team roles such as project lead, business systems analyst, or technical lead, and manage phases of larger efforts.
- Provide guidance and training to less-experienced analysts and programmers and communicate effectively with technical and non-technical coworkers.
Requirements
- Bachelor's degree in Computer Science or equivalent work experience.
- At least three years of systems and programming experience.
- At least one year of experience with information technology concepts, application development methodology, terminology, and standards.
- At least one year of expert working knowledge of a programming language used at BCBST.
- Strong .NET Core development and SQL skills, plus experience troubleshooting complex integrations and supporting large-scale application environments.
- Preferred qualifications include healthcare industry experience; API development; ETL/data movement, batch processing, and service-oriented architecture; JavaScript, jQuery, and Entity Framework; GraphQL and REST APIs; and exposure to COBOL and AIX.
- Proven analysis, design, coding, leadership, project management, organization, reliability, and communication skills.

- On-call rotation approximately four times per year, with one week of coverage during each rotation.
