Responsibilities
- Analyze customer requirements and recommend software solutions, acquisition strategies, configurations, licensing approaches, and implementation plans.
- Design, develop, install, configure, upgrade, test, deploy, and maintain software systems, applications, websites, dashboards, and databases.
- Perform software requirements analysis, system design, coding, unit testing, integration testing, and technical documentation.
- Design and implement workflows, features, web parts, user interfaces, integrations, and back-end components for custom GOTS software.
- Architect, configure, maintain, and support Microsoft SQL Server, MySQL, Oracle, and associated front-end and back-end applications.
- Provide Tier 1 through Tier 3 support, troubleshoot application and configuration issues, resolve defects, deploy fixes, and maintain support documentation.
- Develop test plans and perform unit, system, functional, interface, regression, performance, integration, interoperability, and Section 508 testing.
- Conduct software quality assurance, design reviews, code walkthroughs, documentation reviews, configuration management, change management, and release management.
- Support Drupal public websites and Google-based intranet sites, including web design, content development, configuration, and webmaster duties.
- Follow Agile development practices, CMMI Level 3 processes, and applicable federal, Department of Commerce, NOAA, and OMAO policies.
Requirements
- Bachelor's degree in computer science, software engineering, information technology, or a related technical field.
- At least 5 years of professional experience in software development, application development, or full-stack development across the software development lifecycle.
- Experience analyzing requirements; designing, coding, testing, deploying, maintaining, and supporting software applications.
- Experience with one or more listed technologies, including .NET Core, ASP.NET, C#, Java, JavaScript, AngularJS, J2EE, Visual Studio, Drupal, IIS, SQL Server, MySQL, Oracle, T-SQL, PL/SQL, WebLogic, WPF, or XAML.
- Experience with relational database architecture, integration, configuration, and support.
- Knowledge of source-code control, code review, configuration management, change management, release management, software quality assurance, and automated or manual testing.
- Ability to troubleshoot complex application, web, database, and system-integration issues.
- Experience working in Agile and structured software engineering environments.
- Strong analytical, communication, collaboration, and documentation skills.
- U.S. citizenship is required; selected applicants must undergo a U.S. government security investigation and meet eligibility requirements for access to classified information.
- Experience with federal government, NOAA, scientific computing, COTS/GOTS acquisition, CMMI Level 3 processes, Section 508 compliance, or public-sector web development is preferred.
