Responsibilities
- Serve as webmaster for OMAO’s public website and Google-based intranet sites, including structure, content, permissions, functionality, standards, lifecycle, and administration.
- Design, develop, update, administer, and maintain Drupal websites and Google intranet sites with responsive, accessible, and usable experiences.
- Develop front-end components, back-end customizations, workflows, forms, templates, integrations, and web applications.
- Integrate websites and applications with databases, APIs, directories, content repositories, and enterprise systems.
- Create project plans, coding plans, implementation and release schedules, test plans, deployment activities, and operations documentation.
- Perform unit, system, functional, interface, regression, performance, integration, interoperability, cross-browser, and Section 508 accessibility testing.
- Troubleshoot and resolve website, content-management, permissions, configuration, integration, performance, and publishing issues.
- Provide technical support, user assistance, incident resolution, escalation, and administrator, support, and user documentation.
- Collect and report website usage, performance, content, and application metrics.
- Conduct quality assurance, design reviews, code walkthroughs, accessibility reviews, configuration management, change management, and release management activities.
- Evaluate web platforms, content-management solutions, cloud-supported products, development tools, standards, and COTS-versus-GOTS options.
- Ensure compliance with cybersecurity, NIST, FIPS, NIAP, Common Criteria, privacy, Section 508, and applicable federal and NOAA guidance.
Requirements
- At least 5 years of experience in web development, website administration, content-management system administration, or webmaster responsibilities.
- Bachelor’s degree in computer science, web development, information technology, software engineering, information systems, digital media, or a related field.
- Experience designing, developing, testing, deploying, maintaining, and supporting public websites, intranet sites, and web applications.
- Hands-on experience with Drupal or another enterprise content-management system and proficiency with HTML, CSS, JavaScript, and responsive web design.
- Experience with one or more of AngularJS, ASP.NET, .NET Core, C#, Java, J2EE, IIS, SQL Server, MySQL, Oracle, or Google Sites.
- Knowledge of Section 508 accessibility, cross-browser testing, web security, source-code control, code review, configuration management, change management, release management, quality assurance, and web analytics.
- Ability to translate stakeholder requirements into usable, accessible, secure, and maintainable web solutions and coordinate with technical and business stakeholders.
- Strong communication, customer-service, collaboration, organization, and documentation skills.
- Experience with federal government or NOAA websites, Google-based intranets, COTS/GOTS acquisition, CMMI Level 3 processes, or Agile delivery is preferred.
- Must be a U.S. citizen and meet eligibility requirements for access to classified information after a U.S. government security investigation.
