Base Salary

$162k - $255k/yr

Responsibilities

  • Identify and shape state and local government business opportunities, build qualified pipelines, and align client needs with SMX capabilities.
  • Translate market trends, client feedback, and competitive intelligence into productized service offerings, reusable accelerators, and go-to-market strategies.
  • Write technical approaches, develop solution architectures, and create sales materials for RFP and RFQ responses.
  • Lead solution architecture from discovery through implementation, including architecture documentation, decision records, and technical governance.
  • Conduct application portfolio modernization assessments and provide rehost, replatform, refactor, replace, or retire recommendations with effort, cost, and risk estimates.
  • Own technical reference patterns and guardrails throughout delivery and improve deployment automation, observability, incident response, and service-level objectives.
  • Advise senior government executives by translating technical decisions into business impact.
  • Lead and grow delivery teams through technical direction, design and code reviews, staffing, hiring, performance discussions, and mentoring.
  • Build partner relationships and navigate multi-agency and multi-vendor environments.

Requirements

  • Minimum 15 years of enterprise technology experience in architecture, engineering, or technical consulting.
  • At least 3 years contributing to or leading government professional-services business development and capture activities.
  • At least 3 years directly leading engineering teams, including technical direction, mentoring, hiring, and performance management.
  • Experience shaping AI/ML, data modernization, and cloud opportunities into revenue-generating service lines or reusable frameworks.
  • Deep application modernization experience from legacy systems to cloud-native architectures, including ownership of at least two substantial modernization efforts.
  • Experience with application architecture, decomposition, refactoring, API design, API management, integration architecture, CI/CD pipeline design, and release engineering.
  • Deep expertise with C#, ASP.NET Core, and .NET Framework 4.8, including incremental modernization of Framework applications.
  • Strong SQL Server 2019 or later and Entity Framework or EF Core experience, including query performance tuning and zero-downtime migration strategies.
  • Working depth in React.js/JavaScript or Angular/TypeScript, with enough familiarity with both to set standards and review code.
  • Hands-on AWS application-layer experience with ECS/EKS, Lambda, API Gateway, Step Functions, RDS/Aurora, DynamoDB, SQS/SNS/EventBridge, IAM, CloudWatch, and Terraform or CDK.
  • Practical AI/ML experience with Bedrock, SageMaker, or equivalent, including generative AI and RAG architectures.
  • Data and analytics fluency covering data lakes, analytics platforms, and BI tooling.
  • Experience in regulated environments involving FedRAMP Moderate, HIPAA, CJIS, or IRS Pub 1075.
  • Strong architecture documentation, executive presentation, proposal-writing, and communication skills.
  • Preferred qualifications include AWS Solutions Architect - Professional or equivalent certification, state and local government experience, Medicaid or public benefits technology experience, Oracle database migration experience, and familiarity with Appian, ServiceNow, Snowflake, Informatica, and Tableau.
