Responsibilities

  • Develop, modify, integrate, test, debug, and document complex enrollment applications, programs, subroutines, and scripts.
  • Support batch-oriented applications that stage and validate Marketplace and Medicare enrollment data before core enrollment processing.
  • Perform SQL and database development using SQL Server.
  • Troubleshoot application, data, system failure, and performance issues while reducing downtime and preventing recurrence.
  • Contribute to modernization and migration of legacy AIX and COBOL processes to a modernized platform.
  • Serve in project roles such as project lead, business systems analyst, or technical lead for small to medium efforts, or manage phases of larger efforts.
  • Provide technical guidance and training to less-experienced analysts and programmers.
  • Collaborate with engineers and business partners while independently owning technical work.

Requirements

  • Bachelor's degree in Computer Science or equivalent work experience.
  • At least 1 year of experience with information technology concepts, application development methodology, terminology, and standards.
  • At least 3 years of systems and programming experience.
  • At least 1 year of expert working knowledge of a programming language used at BCBST.
  • Experience with C#, .NET, SQL Server, SQL, database development, batch applications, and full-stack .NET development.
  • Experience developing, troubleshooting, and supporting production applications and handling time-sensitive operational issues.
  • Proven analysis, design, coding, leadership, communication, and complex-project skills.
  • Preferred: healthcare industry experience involving enrollment, eligibility, or government programs.
  • Preferred: experience with Azure DevOps or similar development lifecycle tools and with modernizing or migrating legacy applications.
  • Preferred: familiarity with AIX and COBOL environments.
