Base Salary

Responsibilities
- Develop, maintain, and support PACER account, authentication, billing, case-locator, reporting, and internal support applications.
- Perform requirements gathering, design, development, testing, deployment, operations, support, and maintenance across the software development lifecycle.
- Build enterprise software and secure web services using the listed programming languages, frameworks, and data standards.
- Develop and manage CI/CD and DevSecOps pipelines for a wide variety of applications, including containerized applications.
- Maintain system and software architectures, integration across internal and external systems, and alignment with enterprise standards.
- Monitor and implement security compliance, secure engineering practices, vulnerability remediation, ATO, PCI, and FISMA activities.
- Conduct performance analysis, capacity planning, system tuning, continuity-of-operations and disaster-recovery design and testing.
- Manage software configuration, version control, source repositories, change control, documentation, use cases, test cases, and validation results.
- Review requirements and design artifacts, provide impact and feasibility analysis, and evaluate emerging technologies and tools.
- Provide knowledge transfer, training, presentations, and documentation for technical stakeholders.
Requirements
- At least 5 years of experience in IT system engineering, systems development, systems coding, and programming.
- Bachelor’s degree in computer science, software engineering, or a related field.
- Comprehensive knowledge of security compliance and security controls.
- Proficiency in C, Java, JSF, Tomcat, PrimeFaces, JavaScript, CSS, and/or Linux shell.
- Strong experience with automated DevSecOps pipelines, DevOps processes, Red Hat Linux, cloud APIs and cloud technologies, and end-to-end DevOps pipeline support.
- Experience with Jira, Confluence, GitLab CI/CD, GitHub Actions, Jenkins, Bash, Subversion, and JetBrains Tool Suite.
- Experience developing and managing CI/CD pipelines, implementing DevSecOps with Jenkins or GitLab, and developing, testing, and maintaining containerized applications.
- Working knowledge of source control, build and release tools, software build processes, and CI/CD pipelines.
- Strong security-first mindset and ability to adapt to differing enterprise security requirements.
- Preferred experience with Perl.
- Excellent communication and presentation skills, customer-stakeholder relationship skills, analytical and problem-solving ability, and capacity to work independently and collaboratively.
