Base Salary
$176k - $176k/yr
Responsibilities
- Lead development of technical and management proposal content for DHA, VA, and other federal healthcare opportunities.
- Develop technical approaches, management and staffing plans, executive summaries, and past-performance narratives.
- Partner with Business Development and Capture teams to design customer-centric solutions aligned with federal healthcare mission objectives.
- Interview engineering, clinical IT, security, and operations SMEs to gather and validate proposal content.
- Translate technical architectures, cloud environments, DevSecOps models, interoperability frameworks, and health data platforms into evaluator-friendly narratives.
- Analyze solicitations and DHA requirements to support opportunity shaping, technical strategy, and win themes.
- Coordinate with proposal managers, volume leads, and graphic designers on clear technical content and proposal execution.
- Participate in proposal kickoffs, color team reviews, status meetings, and other proposal activities under federal deadlines.
Requirements
- Bachelor’s degree in Computer Science, Engineering, MIS, Business, or a related technical discipline.
- 10+ years of experience across IT, systems engineering, software development, infrastructure, or enterprise technology environments.
- 5+ years of experience supporting federal proposal development and technical solutioning efforts.
- Ability to translate technical concepts into evaluator-ready narratives for federal healthcare and defense customers.
- Working knowledge of modern IT infrastructure, cloud environments, Agile methodologies, and DevSecOps delivery models.
- Understanding of enterprise healthcare IT ecosystems and interoperability concepts.
- Experience collaborating on technical graphics such as architectures, workflows, and data flow diagrams.
- Excellent written and verbal communication skills, attention to detail, and cross-functional collaboration skills.
- Familiarity with Shipley-based capture and proposal methodologies.
- Experience supporting Agile and SAFe software delivery environments is preferred.
- Prior DHA, VA, or other federal healthcare agency experience is preferred.
- Exposure to healthcare interoperability, cloud modernization, enterprise architecture, or longitudinal health record initiatives is preferred.
- Ability to obtain and maintain a Government/Public Trust clearance, including required fingerprinting.
- U.S. citizenship and successful completion of a background check are required.
