Base Salary
$170k - $180k/yr
Responsibilities
- Lead technical design and implementation for NIGMS applications, APIs, and integrations.
- Guide development of React and TypeScript front ends, Python and FastAPI services, and PostgreSQL data capabilities.
- Plan phased migration from legacy .NET and Oracle components, including coexistence, reconciliation, cutover, rollback, stabilization, and retirement criteria.
- Establish standards for code review, API contracts, automated testing, accessibility, security, documentation, and operational handoff.
- Coordinate technical dependencies with DevSecOps, cloud and platform teams, security staff, system owners, and contractors.
- Support production issue resolution and corrective maintenance while delivering modernization work.
- Review architecture and release evidence, identify risks, and communicate technical options and tradeoffs to government stakeholders.
- Validate undocumented business rules and application flows with users and subject matter experts.
- Evaluate automation and AI-assisted methods for drafting design, test, and HHS Enterprise Performance Life Cycle documentation, with qualified staff review.
Requirements
- AWS Solutions Architect Professional Certification is required.
- Demonstrated experience leading the design and delivery of enterprise applications through phased modernization.
- Hands-on expertise with Python services and modern JavaScript or TypeScript front-end development.
- Experience designing APIs and integrating applications with identity, data, and enterprise services.
- Experience with relational database design and migration, including PostgreSQL and legacy database environments.
- Experience deploying and supporting applications in AWS using containers, CI/CD pipelines, infrastructure as code, monitoring, and secure development practices.
- Ability to lead developers, review technical work, resolve cross-team dependencies, and communicate with program and technical stakeholders.
- Experience maintaining production services while delivering substantial application changes.
- Ability to meet applicable NIH suitability and system-access requirements.
- Preferred experience includes React, FastAPI, GraphQL federation, Amazon EKS, Oracle-to-PostgreSQL migration, federal healthcare systems, HHS Enterprise Performance Life Cycle documentation, federal security authorization, Section 508 accessibility, AWS DevOps Engineer Professional certification, and AI-assisted documentation or test-asset tools.
