Responsibilities
- Lead the architecture, technical design, implementation, and delivery of complex applications, platforms, and services.
- Modernize legacy and monolithic systems while establishing resilient, scalable, maintainable, and interoperable architectures.
- Guide development teams through technical planning, design reviews, code reviews, backlog refinement, estimation, sprint planning, and delivery activities.
- Establish coding, documentation, testing, deployment, monitoring, security, accessibility, and engineering quality standards.
- Support end-to-end service delivery, including testing, deployment, release readiness, production issue resolution, incident response, and root cause analysis.
- Implement secure coding, automated security scanning, threat detection, access controls, data protection, privacy, and audit-readiness practices.
- Develop technical roadmaps, architecture blueprints, solution designs, API integrations, proofs of concept, and technology recommendations.
- Promote DevOps, automation, observability, continuous integration, continuous delivery, containerization, and operational reliability.
- Mentor junior and mid-level engineers through coaching, pairing, onboarding, training, knowledge sharing, and career development support.
- Collaborate with product owners, analysts, business partners, architects, infrastructure and security teams, vendors, partner agencies, and executive sponsors.
- Present technical plans and trade-offs, participate in governance and compliance reviews, and support RFP/RFQ development and vendor evaluations.
- Monitor system metrics and performance, address technical debt, lead continuous improvement initiatives, and optimize system performance and uptime.
Requirements
- Bachelor’s degree in Computer Science, Software Engineering, or a related field, or equivalent education and experience.
- At least five years of software development experience, including system design and technical leadership.
- Expert-level programming and design skills in one or more modern stacks such as .NET, JavaScript/Node.js, Python, or Java.
- Experience or knowledge of programming with .NET, TypeScript, Java, Python, C#, JavaScript, or equivalent technologies.
- Knowledge of SQL and NoSQL databases, enterprise systems, scalable web platforms, architecture, integration patterns, and modern software development architectures.
- Knowledge of cloud platforms such as AWS, Azure, or Google Cloud, along with secure development and Agile software delivery.
- Knowledge of DevOps, CI/CD pipelines, infrastructure, and containerization technologies including Docker and Kubernetes.
- Strong advanced debugging, system optimization, problem-solving, analytical, communication, technical documentation, and stakeholder influence skills.
- Ability to lead and mentor engineers, prioritize multiple projects, make cross-team technical decisions, and translate complex technical topics into business outcomes.
- Knowledge of government IT compliance, security best practices, Agile development methodologies, ITIL, SAFe, or DevOps certifications.
- A valid Texas Driver’s License and good driving record, including the ability to provide a 10-year driving history and maintain compliance with Dallas County requirements.
- Ability to pass required national fingerprint-based records checks for access to criminal justice information systems.
