Responsibilities
- Lead technical design and implementation of complex applications, platforms, and services.
- Guide software architecture, modernization of legacy and monolithic systems, integration patterns, API design, and technical roadmaps.
- Establish coding, documentation, testing, security, deployment, monitoring, accessibility, and maintainability standards.
- Support end-to-end service delivery, release planning, deployment readiness, production issue resolution, incident response, and root cause analysis.
- Promote automation, observability, continuous delivery, secure coding, security scanning, access controls, and system reliability.
- Lead technical planning sessions, design reviews, proofs of concept, backlog refinement, estimation, sprint planning, retrospectives, and continuous improvement initiatives.
- Mentor, coach, onboard, and support the professional development of junior and mid-level engineers.
- Collaborate with product owners, analysts, business partners, architects, infrastructure and security teams, vendors, and executive sponsors.
- Present technical plans and trade-offs, lead demos and walkthroughs, participate in governance and compliance reviews, and support RFP/RFQ and vendor evaluations.
- Monitor system metrics and performance, address technical debt, optimize systems, and ensure data security, privacy, accessibility, and audit readiness.
Requirements
- Bachelor’s degree in Computer Science, Software Engineering, or a job-related field, or equivalent education and experience.
- Five years of software development experience, including system design and technical leadership.
- Master’s degree is preferred.
- Expert-level programming and design skills in one or more modern technology stacks, such as .NET, JavaScript/Node.js, Python, or Java.
- Experience or knowledge of scalable web platforms, enterprise systems, software architecture, integration patterns, DevOps, infrastructure, cloud platforms, secure development, and Agile software delivery.
- Programming skills in .NET, TypeScript, Java, Python, C#, JavaScript, or equivalent technologies.
- Knowledge of SQL and NoSQL databases, Docker, Kubernetes, and CI/CD pipelines.
- Ability to lead and mentor, influence technical decisions across teams, solve complex problems, debug and optimize systems, document technical decisions, and communicate technical topics to non-technical stakeholders.
- Knowledge of government IT compliance, security best practices, accessibility, and regulatory requirements.
- Preferred certifications include Microsoft Certified: Azure Solutions Architect, AWS Certified Solutions Architect, Google Professional Cloud Architect, Certified Scrum Developer, SAFe Agilist, CISSP, or CEH.
- Must possess a valid Texas Driver’s License and good driving record and provide a copy of a 10-year driving history.
- Must pass and maintain eligibility for required national fingerprint-based records checks when the position provides access to criminal justice databases.
