Responsibilities
- Lead full stack design and implementation across front end, middle tier, APIs, databases, and deployment for sustainment and modernization work.
- Establish coding, branching, code review, test coverage, and definition-of-done standards.
- Own website performance and capacity, including caching, CDN configuration, load and stress testing, and bottleneck remediation.
- Partner with architects to translate solution architecture into sprint-level designs and task breakdowns.
- Mentor and technically direct developers, content analysts, and testers through design reviews and pair sessions.
- Drive DevSecOps practices including containerized builds, pipeline automation, security scanning, dependency management, and vulnerability remediation.
- Lead complex production incident escalation, root cause analysis, and corrective actions.
- Shape requirements with product owners and government technical stakeholders.
- Govern responsible use of AI-assisted engineering tools with secure enterprise controls, human review, testing, traceability, and quality controls.
- Ensure delivery aligns with DOL architecture, PACE/container standards, and government-controlled repositories and environments.
- Own release-readiness evidence covering reviews, testing, accessibility, performance, security, deployment, release notes, and documentation.
- Lead integrations across Drupal/.NET, DB2/MySQL, Appian, SharePoint, Login.gov, Kafka, APIs, and AWS services.
Requirements
- 10+ years of hands-on full stack development experience, including 5+ years in a technical lead capacity.
- Deep .NET and C# experience, with 10 years preferred, plus 5+ years of hands-on Drupal full stack experience.
- Enterprise integration experience with case management/BPM platforms such as Appian, document platforms such as SharePoint, and relational databases including DB2.
- Strong cloud engineering background, preferably with AWS, EKS/Kubernetes, Aurora, S3, EFS, Secrets Manager, CloudFront/WAF, and ECR.
- CI/CD and DevSecOps leadership experience with GitLab pipelines, containerization, automated security scanning, and release management.
- Experience owning Section 508 and WCAG 2.1 AA compliance for delivered systems.
- Agile/SAFe delivery leadership experience, including running ceremonies and managing technical debt.
- Substantial experience applying Microsoft Copilot and other approved secure AI tools to production engineering.
- Experience with configuration and change management, ATO/security authorization support, vulnerability mitigation, and production support in regulated environments.
- Bachelor's degree in Computer Science, Engineering, Business, or a directly related field with 10+ years of relevant experience.
- Preferred qualifications include Drupal/Acquia certification, AWS Solutions Architect or Developer certification, Agile/SAFe certification, Apache Kafka event-driven architecture experience, and federal program experience with ATO, STIG remediation, and formal configuration management.
