Base Salary

Responsibilities
- Design and implement a PostgreSQL/PostGIS relational database with stored procedures, views, validation logic, metadata, and data dictionaries.
- Develop Python RESTful APIs using FastAPI or Flask, including data ingestion, ETL workflows, automation, and backend testing.
- Build responsive JavaScript/TypeScript and React interfaces, editable content management tools, dashboards, and reporting features.
- Develop GIS and geospatial visualization capabilities using web mapping libraries, ArcGIS technologies, GDAL/OGR, and PostGIS spatial functions.
- Architect portable, maintainable, cloud-ready systems and document deployment configurations for future cloud or hybrid migration.
- Produce user guides, API references, system schemas, data dictionaries, deployment guides, and other required documentation.
- Support federal security and compliance activities, including DOI requirements, FISMA, NIST, Certification and Accreditation, and security incident procedures.
- Validate and remediate web interfaces against WCAG 2.0 Level A and AA and Section 508 accessibility requirements.
- Coordinate with USGS staff, volcano observatories, government stakeholders, and development teams while providing regular progress updates.
- Travel for up to three on-site visits of three to five business days each during the 12-month period of performance.
Requirements
- A bachelor's degree with 8 years of professional experience, a master's degree with 6 years, an associate's degree with 10 years, or a high school diploma/equivalent with 12 years is required.
- U.S. citizenship, ability to obtain and maintain a Public Trust clearance, and ability to perform all work within the United States are required.
- Demonstrated experience designing and optimizing relational databases with spatial data, indexing, and complex queries using PostgreSQL/PostGIS is required.
- Proficiency building RESTful APIs with FastAPI or Flask and experience with data ingestion, ETL, and automation are required.
- Strong JavaScript/TypeScript and React front-end development skills, including responsive and accessible web application development, are required.
- Hands-on experience with ArcGIS, ArcPy, GDAL/OGR, PostGIS, and at least one of the ESRI JavaScript API, Leaflet, or Mapbox is required.
- Experience designing, documenting, and consuming RESTful APIs, including API security and versioning, is required.
- Experience with logical and physical data modeling, entity-relationship diagrams, metadata management, and data dictionaries is required.
- Experience designing portable systems for cloud or hybrid deployment and familiarity with containerization and cloud-native patterns are required.
- Proficiency with Git-based workflows and GitLab repository management is required.
- Working knowledge of Section 508, WCAG 2.0, semantic HTML, ARIA attributes, keyboard navigation, and color contrast compliance is required.
- Familiarity with FISMA, NIST SP 800-53, and federal Certification and Accreditation processes is required.
- Strong technical documentation, communication, collaboration, and stakeholder coordination skills are required.
- Preferred qualifications include USGS, DOI, federal science agency, volcano, natural hazards, or environmental science data experience; R; ESRI/ArcGIS web services; mobile-responsive development; CMS development; additional NIST and FIPS frameworks; DOI SDLC; and iterative government development experience.
