Responsibilities
- Lead technical architecture, design, implementation, modernization, and delivery of complex applications, platforms, and services.
- Guide development teams in engineering standards, secure coding, testing, documentation, continuous integration, deployment, observability, and reliability.
- Resolve critical production issues and guide incident response, root cause analysis, performance optimization, and technical debt reduction.
- Coordinate release planning, deployment readiness, service transitions, backlog refinement, estimation, sprint planning, and continuous improvement initiatives.
- Develop technical roadmaps, architecture blueprints, design documentation, component interfaces, and decision rationale aligned with enterprise IT strategy.
- Mentor junior and mid-level engineers through code reviews, pairing, coaching, onboarding, training, and knowledge-sharing activities.
- Collaborate with product owners, analysts, business partners, architects, infrastructure and security teams, executives, vendors, and partner agencies.
- Support governance, security, compliance, accessibility, privacy, audit-readiness, RFP/RFQ development, vendor assessments, and solution evaluations.
Requirements
- Bachelor’s degree in Computer Science, Software Engineering, or a job-related field, or equivalent education and experience; a master’s degree is preferred.
- At least five years of software development experience, including system design and technical leadership.
- Expert-level programming and design skills in one or more modern stacks, such as .NET, JavaScript/Node.js, Python, or Java.
- Experience or knowledge with scalable web platforms, enterprise systems, software architecture, integration patterns, microservices, and event-driven design.
- Knowledge of cloud platforms such as AWS, Azure, or Google Cloud and of secure development, DevOps, CI/CD pipelines, containerization, and Agile delivery.
- Skill with programming languages including .NET, TypeScript, Java, Python, C#, and JavaScript, or equivalent technologies.
- Skill with SQL and NoSQL databases, advanced debugging, system optimization, and technical documentation.
- Knowledge of government IT compliance, security best practices, ITIL, SAFe, DevOps, and Agile development methodologies.
- Ability to lead and mentor engineers, influence technical decisions across teams, communicate complex topics to non-technical stakeholders, and manage multiple priorities.
- Preferred certifications include Microsoft Certified: Azure Solutions Architect, AWS Certified Solutions Architect, Google Professional Cloud Architect, Certified Scrum Developer, SAFe Agilist, CISSP, or CEH.
- Valid Texas driver’s license, good driving record, and ability to provide a 10-year driving history.
- Must pass and maintain eligibility for required national fingerprint-based records checks when the position provides access to criminal justice databases.
