Responsibilities
- Lead the architecture, technical design, implementation, and delivery of complex applications, platforms, and services.
- Guide development teams in software quality, coding standards, documentation, testing, deployment, monitoring, security, and maintainability.
- Drive modernization and refactoring of legacy applications and monolithic systems.
- Coordinate release planning, deployment readiness, service transitions, incident response, root cause analysis, and critical production issue resolution.
- Develop technical roadmaps, architectural blueprints, design reviews, proofs of concept, integration strategies, and API designs.
- Optimize system performance, uptime, scalability, resilience, and reliability across environments.
- Implement secure coding, security scanning, threat detection, access controls, privacy, audit readiness, and regulatory compliance practices.
- Lead backlog refinement, estimation, sprint planning, retrospectives, continuous-improvement initiatives, and technical planning sessions.
- Mentor and coach junior and mid-level engineers through code reviews, pairing, onboarding, training, and knowledge-sharing sessions.
- Collaborate with product owners, analysts, architects, infrastructure and security teams, business partners, vendors, executive sponsors, and partner agencies.
- Present technical plans and trade-offs, lead technical demonstrations and walkthroughs, and participate in governance, security, and compliance review boards.
- Support budget estimates, resource planning, RFP/RFQ development, vendor assessments, and solution evaluations.
Requirements
- Bachelor’s degree in Computer Science, Software Engineering, or a job-related field, or equivalent education and experience; a master’s degree is preferred.
- At least five years of software development experience, including system design and technical leadership.
- Expert-level programming and design skills in one or more modern stacks such as .NET, JavaScript/Node.js, Python, or Java.
- Experience or knowledge of modern architectures including microservices, event-driven design, enterprise systems, scalable web platforms, integration patterns, and cloud platforms.
- Knowledge of secure development, government IT compliance, DevOps, CI/CD pipelines, containerization, Agile software delivery, and infrastructure.
- Skill in advanced debugging, system optimization, SQL and NoSQL databases, technical documentation, communication, and translating technical topics into business outcomes.
- Ability to lead and mentor engineers, influence technical decisions across teams, manage multiple priorities, and work in an evolving technology environment.
- Preferred certifications include Microsoft Certified: Azure Solutions Architect, AWS Certified Solutions Architect, Google Professional Cloud Architect, Certified Scrum Developer, SAFe Agilist, CISSP, or CEH.
- Must possess a valid Texas Driver’s License and good driving record and provide a copy of a 10-year driving history.
- Must pass and maintain eligibility for required national fingerprint-based records checks when the position involves access to criminal justice databases.
