Responsibilities
- Serve as technical lead and senior technical resource for an application-development team supporting a federal business-intelligence program.
- Provide architectural direction for the design, development, modernization, integration, testing, deployment, and maintenance of enterprise applications.
- Modernize legacy applications, including Classic ASP systems, to .NET Core MVC architecture.
- Perform hands-on development and troubleshooting using C#, .NET/.NET Core MVC, JavaScript, Oracle, and SQL.
- Lead migration of on-premises applications to AWS GovCloud using cloud-native and microservices approaches where appropriate.
- Lead DevSecOps practices and secure CI/CD pipelines using GitHub and approved development tools.
- Ensure compliance with applicable STIGs and support cybersecurity remediation activities.
- Serve as Scrum Master for two-week sprints, backlog refinement, demonstrations, and retrospectives.
- Provide architectural oversight for Oracle-based applications, complex SQL, stored procedures, reporting integrations, APIs, and data governance.
- Develop and maintain system architecture documentation and diagrams.
- Support AI/ML initiatives when directed and coordinate priorities with government stakeholders.
Requirements
- Extensive professional experience designing, developing, and supporting enterprise web applications.
- Demonstrated experience as a technical lead, solutions architect, lead developer, or comparable senior technical professional.
- Advanced proficiency in C# and .NET/.NET Core MVC.
- Strong experience with Oracle databases and SQL.
- Strong proficiency in JavaScript and modern web-development technologies.
- Experience architecting and modernizing legacy enterprise applications, including integrations and APIs.
- Experience providing technical leadership to development teams and working with Agile software-development methodologies.
- Experience with GitHub or comparable source-code management tools.
- Knowledge of DevSecOps, CI/CD, and secure software-development principles.
- Excellent written and verbal communication skills, including the ability to explain complex technical concepts to non-technical stakeholders.
- Experience with Classic ASP modernization, AWS GovCloud or comparable government cloud environments, Scrum Master or Agile technical leadership, federal information systems, RMF, DISA STIGs, enterprise data architecture, APIs, data governance, or AI/ML integrations is preferred.
- CISSP or EC-Council Certified DevSecOps Engineer certification is a plus.
- Must pass and maintain a favorable federal background investigation at Tier 1 or higher before starting.
- Must be eligible to work in the United States and pass E-Verify employment eligibility verification.
- Must obtain CompTIA Security+ or an approved equivalent within six months of starting.
- Must complete required federal security-awareness and information-assurance training.
