Responsibilities
- Serve as the technical authority for the Oracle Core FS SaaS solution, including architecture, design, configuration, enhancements, and extensions.
- Analyze legacy financial management systems for data mapping, conversion planning, and integration design.
- Design and oversee Core FS configuration, enhancement, and extension components using SaaS and PaaS technologies.
- Develop and review technical specifications for integrations with agency administrative and mission systems.
- Lead technical implementation activities for Initial Operating Capabilities and Additional Operating Capabilities phases.
- Support Authority-to-Operate activities and compliance with CYB, ITS, ERM, cybersecurity, and Section 508 requirements.
- Provide technical guidance on AI/ML automation, data quality analysis, and intelligent financial management process automation.
- Conduct Operational Readiness Demonstrations and support capability verification and data management completion.
- Collaborate with Oracle training and functional leads on technically accurate training materials.
- Monitor daily and periodic offline processes, including nightly batch jobs and monthly report generation.
Requirements
- At least 8 years of hands-on Oracle ERP technical experience, including Oracle E-Business Suite 12.x or Oracle Cloud Financials.
- Experience supporting large-scale federal government Oracle ERP implementations and system migrations.
- Expertise in Oracle technical architecture, database administration, REST/SOAP APIs, Oracle Integration Cloud, workflow configuration, OBIEE, and Oracle Analytics.
- Experience with Oracle data mapping, cleansing, conversion, migration, and reconciliation.
- Familiarity with FISMA, NIST 800-53, and FedRAMP cybersecurity frameworks.
- Strong analytical, problem-solving, oral communication, and written communication skills.
- Ability to obtain and maintain a Public Trust or suitability clearance and successfully complete a federal background investigation.
- Bachelor’s degree or equivalent years of experience.
- U.S. citizenship or a Permanent Resident Card required.
- Preferred: experience with federal financial management SaaS implementations and CFO Act agency modernization programs.
- Preferred: familiarity with FIBF Federal Financial Management Business Standards.
- Preferred: experience integrating Oracle financials with HCM, ACQ, GRM, and TRT systems.
- Preferred: Oracle Cloud Infrastructure or equivalent cloud platform certification.
- Preferred: experience with AI/ML-driven automation in federal financial management.
