Base Salary

$115k - $252k/yr

Responsibilities

  • Design, develop, and maintain interfaces between Oracle Fusion Cloud HCM and federal HR systems.
  • Engineer bidirectional payroll integrations with NFC, DFAS, IBC, GSA, and other shared service providers.
  • Build Oracle Integration Cloud flows with adapters, orchestration, error handling, and retry logic.
  • Implement federal API Management gateway endpoints using OAuth 2.0, REST/JSON, and OpenAPI 3.0.
  • Develop event-driven, webhook-based, and near-real-time integrations for benefits, payroll, and personnel actions.
  • Create monitoring dashboards, alerting rules, automated error recovery workflows, technical designs, interface control documents, data mappings, and API documentation.
  • Support FEHB Data Hub integrations, payroll validation testing, and reconciliation against legacy systems.
  • Collaborate with cybersecurity engineers on FIPS 140-3 encryption, CUI protocols, and SCIM 2.0 identity provisioning compliance.
  • Participate in SAFe Agile ceremonies and integration testing.
  • Serve as a technical authority, establish standards, guide strategy, mentor team members, and advise senior program leadership.

Requirements

  • Bachelor’s degree and 10 years of relevant experience, with additional experience permitted as a substitute for the degree.
  • At least 10 years of professional experience in integration development, API engineering, or enterprise middleware.
  • At least 8 years of hands-on experience with Oracle Integration Cloud, Oracle SOA Suite, or similar platforms.
  • Strong proficiency in REST API development, JSON/XML, OAuth 2.0, and OpenAPI 3.0 specification design.
  • Experience with Oracle Fusion Cloud HCM APIs, HCM Extracts, HDL/HSDL, BIP, and BI Publisher.
  • Experience with SFTP, message queuing, and batch file-based enterprise integration patterns.
  • Familiarity with CI/CD pipelines, Git, and SAFe Agile environments.
  • U.S. citizenship and ability to obtain and maintain a Public Trust clearance.
  • Preferred qualifications include 11 or more years of integration engineering experience, Oracle Fusion or ERP Cloud experience, Oracle Cloud certifications, federal HR integration experience, federal APIM and FedRAMP experience, event-driven or streaming integration experience, federal data standards knowledge, and scripting with Python, Groovy, or JavaScript.
