Base Salary

$108k - $195k/yr

Responsibilities

  • Translate business problems, customer needs, mission priorities, and architecture decisions into technical scope, epics, features, roadmaps, milestones, dependencies, and implementation plans.
  • Provide day-to-day technical leadership for cross-functional engineers, architects, DevOps specialists, data-integration personnel, business analysts, and subject matter experts.
  • Coordinate production maintenance and enhancements while guiding proof-of-concept, development, integration, testing, release, and deployment of future-state solutions.
  • Lead Agile delivery activities, technical reviews, dependency management, release planning, and resolution of technical blockers.
  • Establish practices for DevSecOps, automated code and data testing, CI/CD, Infrastructure as Code, compliance-as-code, configuration management, security scanning, monitoring, documentation, and release management.
  • Coordinate API and data-integration work, including WSO2 API Manager and secure integrations with the OJP Identity and Access Management System.
  • Coordinate patching, vulnerability remediation, deployment security scans, Authority to Operate or Authority to Test activities, and related dependencies.
  • Lead root-cause analysis, corrective-action planning, and resolution of application, pipeline, API, integration, reliability, and production issues.
  • Support architecture governance, technology standards, Alternatives Analyses, technology rationalization, roadmaps, governance materials, and stakeholder communications.
  • Define and track delivery measures, quarterly roadmaps, release schedules, performance reviews, risks, team status, and corrective actions.
  • Identify automation, FinOps, technology consolidation, process improvement, and engineering-practice opportunities.
  • Support help desk issues involving Data Integration and DevSecOps products and coordinate escalation to appropriate teams.
  • Promote technical documentation, coaching, knowledge transfer, stakeholder education, and adoption of engineering and continuous-improvement practices.

Requirements

  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Engineering, or a related technical discipline, or equivalent relevant experience.
  • At least seven years of progressively responsible technical experience in software engineering, systems integration, architecture, DevOps, cloud, or related enterprise IT initiatives.
  • Experience leading project definition, technical planning, solution design, and execution for multidisciplinary technical teams.
  • Experience leading Agile technical delivery using Scrum, Kanban, or comparable iterative delivery methods.
  • Strong knowledge of software engineering, API integration, automated testing, DevSecOps, CI/CD, cloud environments, containers, automation, and Infrastructure as Code.
  • Experience maintaining production capabilities while delivering new technical solutions through development, testing, integration, and production deployment.
  • Experience resolving complex cross-team technical issues, coordinating dependencies, managing technical risk, and communicating technical tradeoffs.
  • Experience using engineering and product-delivery measures to improve delivery performance and transparency.
  • Experience coordinating technical work across engineering, architecture, networking, security, platform, product-management, and business stakeholders.
  • Strong written and verbal communication, facilitation, technical leadership, and stakeholder-management skills.
  • Must meet applicable citizenship, residency, background-investigation, and Public Trust requirements.
  • Preferred experience includes DOJ or federal digital-service, architecture, data-integration, DevOps, or modernization environments.
  • Preferred experience includes API management, integration engineering, identity and access integration, architecture governance, portfolio management, Human-Centered Design, ServiceNow Strategic Portfolio Management, Infrastructure as Code, compliance-as-code, FinOps, automated security testing, monitoring, observability, reporting, technology rationalization, modernization roadmaps, and change management.
  • Relevant training or certifications in API management, Azure DevOps, GitHub, Agile, cloud, DevOps, security, architecture, or software engineering are preferred.

Benefits

  • Pay range is $107,900.00 to $195,050.00.
  • The posting is for a U.S. position and is subject to business needs, with an anticipated close date no earlier than three days after the September 30, 2026 posting date.
