Base Salary
$140k - $160k/yr
Responsibilities
- Analyze federal RFP requirements, instructions, evaluation criteria, and customer needs to develop responsive technical, management, transition, staffing, and operational solutions.
- Lead capture and proposal development, including technical narratives, graphics, architectural models, process diagrams, concepts of operation, staffing plans, white papers, RFI/SSN responses, and proposal artifacts.
- Engage customers to understand requirements, identify pain points, shape acquisitions, influence technical requirements, and present proposed solutions.
- Lead matrixed technical and management proposal teams and manage delivery of technical, management, and transition volumes through color review stages.
- Coordinate with Capture, Program Management, Pricing, leadership, subject matter experts, and lines of business on solution iteration, BOEs/LOEs, costs, teaming, and win strategy.
- Research emerging technologies and industry trends and ensure proposed solutions align with customer architecture, compliance requirements, evaluation criteria, and PTW.
- Identify staffing needs, solution gaps, risks, and assumptions; make recommendations and manage execution of a small to medium-sized employee team.
- Travel unassisted up to 10% per year by aircraft or privately owned vehicle.
Requirements
- Bachelor of Science in Computer Science, Information Technology, Cybersecurity, or a related field; 15+ years of IT experience and relevant domain expertise may substitute for the degree.
- At least seven years of experience in Federal IT or health-focused federal agencies such as VHA, DHA, MHS, IHS, CMS, and NIH.
- At least seven years of experience as a Solutions Architect or similar role involving federal government legacy systems.
- Experience and domain expertise in Cloud, Cybersecurity, Software, or Enterprise IT.
- Knowledge of systems-engineering disciplines with strong analysis and solution-synthesis skills.
- Ability to translate business requirements into technical designs and communicate effectively in writing and verbally.
- Ability to work independently with minimal direct management and prioritize and execute tasks to meet deadlines.
- U.S. citizenship, ability to pass a federal background check, and determination of suitability for federal employment.
- Additional education, training, experience, certifications, or professional licenses are desired.
