Base Salary

Responsibilities
- Lead a team of VBS developers in designing and building Oracle Fusion HCM extensions using VBS, APEX, Application Composer, and Page Composer.
- Enforce a configuration-first approach that limits custom code to requirements that cannot be met through standard Oracle Fusion configuration.
- Design custom page layouts, embedded applications, and extension UIs using JavaScript, HTML5, and Oracle JET.
- Build REST API integrations between extension applications, Oracle Fusion HCM business objects, and external federal systems through the federal APIM gateway.
- Develop BI Publisher reports and data extracts, including agency-specific templates, EHRI submissions, and Section 508-compliant reports.
- Manage sandbox environments and personalization layers across development, test, and production tenants.
- Establish development standards, conduct code reviews, and maintain version-control practices for VBS and APEX extensions.
- Design workflow extensions and approval routing for federal HR processes such as PAR processing, classification actions, and SES pay adjustments.
- Translate business requirements into technical designs, estimate effort, and identify risks during SAFe Agile sprint planning.
- Conduct technical and architecture reviews and advise on build-versus-configure decisions.
- Support production deployments, troubleshoot defects, and provide L3 technical support during agency go-live and hypercare.
- Mentor junior team members, lead small technical initiatives, review deliverables, and guide consultants on Oracle Fusion HCM best practices.
Requirements
- Ability to obtain and maintain a Public Trust clearance and U.S. citizenship.
- Bachelor’s degree and 7 years of relevant experience; additional experience may substitute for the degree.
- At least 7 years of software development experience focused on enterprise application extension and customization.
- At least 3 years of hands-on development experience with Oracle VBS, VBCS, or Oracle APEX in Oracle Cloud HCM or ERP environments.
- Proficiency with JavaScript, HTML5, CSS3, and RESTful API development and consumption.
- Experience with Oracle Fusion Application Composer, Page Composer, sandboxes, and personalization frameworks.
- Experience leading development teams in Agile or SAFe environments, including code reviews, sprint planning, and technical mentorship.
- Experience with BI Publisher data models, templates, and formatting.
- Understanding of Oracle Fusion Cloud upgrade cycles and upgrade-safe extension practices.
- Preferred qualifications include 8 or more years of software development experience and 3 or more years in a technical lead role on Oracle Cloud implementations.
- Preferred qualifications include Oracle Cloud development certifications, experience with federal or large-enterprise Oracle Fusion HCM implementations, Oracle JET, Oracle Fusion design patterns, Oracle Integration Cloud, Section 508/WCAG 2.1 AA, and Oracle Fusion HCM modules.
- Preferred experience includes Oracle Cloud technologies such as OIC and OCI in enterprise HCM or ERP environments.
