Base Salary

Responsibilities
- Design, develop, and maintain integrations between Oracle Fusion Cloud HCM and federal HR systems.
- Engineer bidirectional payroll integrations using HCM Extract and provider-specific data formats.
- Build and configure Oracle Integration Cloud flows with orchestration, error handling, retry logic, monitoring, and automated recovery.
- Implement API endpoints through the federal API Management gateway using OAuth 2.0, REST/JSON, and OpenAPI 3.0.
- Develop event-driven and webhook-based integrations for near-real-time synchronization.
- Create technical documentation, interface control documents, data mappings, and OpenAPI specifications.
- Support FEHB Data Hub benefits integrations, including enrollment, reconciliation, and premium remittance workflows.
- Collaborate with cybersecurity teams on FIPS 140-3 encryption, CUI protocols, and SCIM 2.0 provisioning.
- Build automated payroll comparison tools for parallel testing during agency migration waves.
- Analyze and resolve complex technical issues, mentor junior team members, and support small technical initiatives.
Requirements
- US citizenship and the ability to obtain and maintain a Public Trust clearance are required.
- Bachelor’s degree and 7 years of relevant experience are required, with additional experience allowed in place of the degree.
- At least 7 years of experience in integration development, API engineering, or middleware administration are required.
- At least 5 years of hands-on experience with Oracle Integration Cloud, Oracle SOA Suite, or similar enterprise integration tools are required.
- Strong proficiency with REST APIs, JSON/XML, OAuth 2.0, and OpenAPI 3.0 is required.
- Experience with Oracle Fusion Cloud HCM APIs, HCM Extracts, HDL/HSDL, BI Publisher, SFTP, message queuing, and batch data exchange patterns is required.
- Familiarity with CI/CD pipelines, Git, SAFe Agile teams, and cross-functional collaboration is required.
- Preferred qualifications include 8 or more years of integration engineering experience, significant Oracle Fusion Cloud or Oracle ERP Cloud experience, and OIC or OCI certification.
- Preferred experience includes federal HR systems, federal API Management standards, FedRAMP environments, webhook and event-driven architectures, federal HR data standards, and Python, Groovy, or JavaScript scripting.
