Responsibilities
- Design, develop, deploy, and maintain cloud-based backend applications and services for NOAA.
- Build microservices architectures, RESTful APIs, database architectures, and event-driven solutions.
- Develop and deploy software through automated DevSecOps and CI/CD pipelines.
- Design and optimize PostgreSQL, MongoDB, Elasticsearch, and OpenSearch databases.
- Collaborate with customers and internal teams to assess needs and translate them into technical solutions.
- Identify backend best practices and contribute to the maturation of Data & Software Engineering capabilities.
- Mentor junior developers and provide technical leadership.
- Support customer systems, solve customer problems, and contribute to new business opportunities.
Requirements
- Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related discipline.
- 12+ years of professional backend software development experience; a master’s degree may substitute for two years and a doctorate for six years.
- At least five years of hands-on experience with Java and Spring Boot, including Spring MVC, Spring Data, Spring Security, and Spring Cloud.
- Expertise designing RESTful APIs, microservices architectures, relational and NoSQL databases, ORM and data-access frameworks, and cloud-based architectures.
- Experience with Docker, Kubernetes, automated testing, build tools, Git, message brokers, event-driven architectures, and embedded Spring Boot servers.
- Experience with AWS, Azure, or GCP and automated DevSecOps/CI/CD pipelines.
- Experience with JUnit, Mockito, Spring Test, integration testing, Maven or Gradle, and database performance optimization.
- Preferred experience includes Spring Boot 3.x, Java 17+, Kotlin, Scala, Python, Swagger/OpenAPI, Spring REST Docs, Redis, Caffeine, OAuth2, JWT, SAML, Prometheus, Grafana, ELK Stack, Splunk, GraphQL, Spring WebFlux, Terraform, CloudFormation, Istio, and Linkerd.
- Preferred knowledge includes application security, OWASP Top 10, data security and encryption, microservices design patterns, Domain-Driven Design, and reactive programming.
- Ability to mentor developers, manage multiple projects, prioritize customer needs, communicate effectively, and solve complex problems.
- U.S. citizenship and ability to obtain a Public Trust Clearance are required; prior NOAA financial-environment and federal-government data-systems experience is highly desired.
