Responsibilities
- Design, develop, and deliver robust, scalable Java Spring Boot backend solutions and services.
- Build custom cloud-based backend applications for NOAA’s Financial Management Data System and analytics environment.
- Design and implement RESTful APIs, microservices architectures, relational and NoSQL database solutions, and event-driven systems.
- Develop and deploy microservices through automated DevSecOps and CI/CD pipelines.
- Collaborate with customers and internal teams to assess needs and translate them into technical solutions.
- Identify backend best practices and help mature the organization’s data and software engineering capabilities.
- Mentor junior developers, provide technical leadership, and help manage multiple projects.
- Support solutioning for new business opportunities and work directly on customer systems.
Requirements
- Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related discipline.
- 12+ years of professional backend software development experience; a master’s degree may substitute for 2 years and a doctorate for 6 years of experience.
- At least 5 years of hands-on Java and Spring Boot experience, including expert proficiency with Spring MVC, Spring Data, Spring Security, and Spring Cloud.
- Strong experience designing RESTful APIs, microservices architectures, and relational and NoSQL databases including PostgreSQL, MongoDB, ElasticSearch, and OpenSearch.
- Experience with Hibernate/JPA, Spring Data JPA, Docker, Kubernetes, automated DevSecOps/CI/CD pipelines, Maven or Gradle, and automated testing frameworks.
- Experience with AWS, Azure, or GCP; message brokers such as RabbitMQ or Kafka; and embedded Spring Boot servers such as Tomcat, Netty, or Undertow.
- Preferred experience includes Spring Boot 3.x, Java 17+, Kotlin, Scala, Python, Swagger/OpenAPI, Spring REST Docs, Redis, Caffeine, OAuth2, JWT, SAML, Prometheus, Grafana, ELK Stack, Splunk, GraphQL, Spring WebFlux, Terraform, CloudFormation, Istio, and Linkerd.
- Preferred knowledge includes API security, authentication and authorization, application security, encryption, observability, database performance tuning, and modern development practices.
- Ability to mentor developers, understand customer needs, communicate effectively, solve complex problems, and work in a fast-paced environment.
- US citizenship and ability to obtain a Public Trust Clearance are required; NOAA financial-environment and federal government data-systems experience are highly desired.
