Responsibilities
- Design and implement scalable, secure, high-performance solutions using Microsoft Azure and Microsoft Dynamics 365 CRM.
- Own the technical direction of enterprise .NET and Dynamics 365 CRM solutions across configuration, customization, and integration layers.
- Lead solution architecture, architectural reviews, coding standards, and development best practices.
- Mentor junior and mid-level developers through code reviews, pair programming, and technical guidance.
- Translate complex business requirements into technical designs and actionable development tasks.
- Build and maintain integrations between Dynamics 365 CRM, enterprise systems, RESTful APIs, and Azure services.
- Implement and maintain CI/CD pipelines and automate development and deployment processes.
- Gather requirements and collaborate with non-technical stakeholders.
- Perform quality assurance, unit testing, integration testing, bug identification, and performance analysis.
- Deliver, maintain, enhance, troubleshoot, and provide production support for critical citywide systems.
- Maintain technical documentation and contribute to agency IT standards.
- Research emerging technologies and recommend solutions aligned with agency goals and security standards.
Requirements
- Master’s degree in computer science and three years of progressively responsible full-time IT experience, including at least 18 months in an administrative, managerial, executive, or supervisory capacity; or a bachelor’s degree and four years of qualifying IT experience; or a four-year high school diploma or equivalent and six years of qualifying IT experience.
- All candidates must have at least a four-year high school diploma or equivalent and at least three years of qualifying IT experience, including 18 months of administrative, managerial, executive, or supervisory experience.
- Qualifying IT experience may include applications development, systems development, data communications and networking, database administration, data processing, or user services.
- Undergraduate and graduate credits may substitute for specified portions of IT experience, but not for the required 18 months of administrative, managerial, executive, or supervisory experience.
- Applicants must meet the Computer Systems Manager civil service eligibility requirements, including being permanent employees in the title or a comparable title, or reachable on the civil service list.
- Experience with Microsoft Azure, Microsoft Dynamics 365 CRM, .NET, integrations, RESTful APIs, testing, deployment automation, and production support is required by the role’s responsibilities.
