Responsibilities
- Design and implement scalable, secure, high-performance web applications on Microsoft Azure.
- Own the technical direction of enterprise .NET solutions across front-end, middle, and back-end tiers.
- Lead architectural reviews and establish coding standards and development best practices.
- Mentor junior and mid-level developers through code reviews, pair programming, and technical guidance.
- Translate complex business requirements into technical designs and actionable development tasks.
- Build and maintain integrations with enterprise systems, RESTful APIs, and cloud services.
- Implement and maintain CI/CD pipelines and automate development and deployment processes.
- Gather requirements and collaborate with non-technical stakeholders and vendor teams.
- Perform quality assurance testing, write unit and integration tests, and identify bugs and performance issues.
- Scale applications, optimize performance, and meet business requirements and service-level agreements.
- Lead delivery, maintenance, and long-term enhancement of production systems.
- Provide user support and application maintenance for critical citywide systems.
- Maintain technical documentation, contribute to agency IT standards, and research emerging technologies aligned with agency goals and security standards.
Requirements
- Eligibility as a permanent employee in the Computer Specialist (Software) civil service title or reachability on NYC exam #5056 is required.
- A baccalaureate degree including or supplemented by 24 computer science or related credits plus two years of qualifying full-time software experience, including one year as a project leader or major contributor on a complex project, is one qualifying pathway.
- A four-year high school diploma or equivalent plus six years of qualifying full-time software experience, including one year as a project leader or major contributor on a complex project, is an alternative pathway.
- A satisfactory combination of education and experience may qualify, and college credits or a master's degree may substitute for specified experience.
- All candidates must have a four-year high school diploma or equivalent and at least one year of qualifying full-time software experience as a project leader or major contributor on a complex project.
- Experience in computer operations, technical support, quality assurance, hardware installation, help desk work, or end-user work does not satisfy the minimum qualification requirements.
- Assignment Level IV additionally requires one year of qualifying project leader or major-contributor experience in specified areas such as data administration, database management systems, operating systems, data communications systems, capacity planning, or online applications programming.
