Base Salary

$108k - $195k/yr

Responsibilities

  • Lead the design, development, modernization, integration, testing, deployment, and sustainment of complex software solutions.
  • Analyze production issues, defects, integration failures, performance problems, and customer-reported issues; perform root-cause analysis and implement durable corrections.
  • Design and implement APIs, application components, data integrations, and automation to reduce technical debt and technology duplication.
  • Support WSO2 API Manager API creation, publication, lifecycle management, governance, testing, monitoring, and rate-limiting activities.
  • Lead API integrations for the DIAMD Identity and Access Management System using Okta, SailPoint, SCIM, OAuth 2.0, and SAML.
  • Improve CI/CD, automated testing, security scanning, deployment automation, Infrastructure as Code, compliance-as-code, configuration management, logging, monitoring, and release-management practices.
  • Lead code and technical design reviews, engineering standards development, modernization efforts, technical-debt reduction, and technology consolidation recommendations.
  • Develop product-delivery and operational measures covering product health, cycle time, defects, release readiness, reliability, and performance.
  • Support FinOps and cost-optimization activities, investigate Data Integration and DevSecOps help desk issues, and coordinate with networking and security teams.
  • Mentor software engineers, promote secure and automated engineering practices, and present technical findings and roadmaps to government stakeholders.

Requirements

  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Engineering, or a related technical discipline, or equivalent relevant experience.
  • At least six years of progressively responsible software engineering experience developing, enhancing, integrating, and maintaining enterprise applications.
  • Experience designing complex application enhancements, APIs, system integrations, and automated tests.
  • Experience with Agile software development, DevSecOps, CI/CD, configuration management, and secure software development practices.
  • Experience with Git-based source control and one or more CI/CD, build, deployment, or automation platforms.
  • Experience developing or supporting RESTful APIs, web services, data integrations, and authentication and authorization mechanisms.
  • Experience with cloud-hosted or containerized applications and automated deployment practices.
  • Experience troubleshooting complex application, integration, deployment, or production issues and performing root-cause analysis.
  • Strong understanding of software design, automated testing, maintainability, reliability, and secure engineering practices.
  • Strong written and verbal communication skills and ability to collaborate with government stakeholders and cross-functional technical teams.
  • Must satisfy citizenship, residency, background-investigation, and Public Trust requirements applicable to the task order.
  • Preferred experience includes DOJ, OJP, federal enterprise or digital-service environments; API management; identity integration; Infrastructure as Code; compliance-as-code; automated security testing; monitoring; observability; FinOps; enterprise architecture; modernization roadmaps; and product or platform consolidation.
  • Relevant training or certifications in API management, Azure DevOps, GitHub, cloud, DevOps, software engineering, security, or related technologies are preferred.
