Base Salary

Responsibilities
- Lead the design, development, modernization, testing, deployment, and sustainment of enterprise applications for NIH/NCI scientific, clinical, and business operations.
- Provide technical leadership across the software development lifecycle using Agile, Scrum, and Kanban practices.
- Establish software engineering standards, coding practices, configuration management, DevSecOps processes, and continuous delivery practices.
- Develop and maintain applications using Java, Python, Ruby, Oracle, MongoDB, AWS services, and serverless computing.
- Lead cloud migration, containerization, automation, and cloud-native implementation within NIH/NCI AWS environments.
- Design and support on-premises and cloud application hosting environments for availability, performance, and scalability.
- Oversee database design, administration, security, and data integrity for enterprise and scientific data platforms.
- Collaborate with Government stakeholders, architects, analysts, quality assurance teams, systems engineers, and technical SMEs on requirements, demonstrations, operations, and training.
- Support verification and validation, automated testing, code reviews, release management, and software quality assurance.
- Ensure compliance with NIH, NCI, HHS, FISMA, FedRAMP, Section 508, and cybersecurity requirements.
- Provide technical leadership for Oracle Clinical, C3D, Oracle WebLogic, and related clinical research application environments.
- Prepare technical documentation, architecture artifacts, and engineering recommendations while advancing continuous improvement.
Requirements
- Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related technical discipline.
- At least 10 years of progressive software engineering experience, including 5 years leading enterprise software development teams on large Federal IT programs.
- Experience supporting NIH, HHS, CMS, or other Federal civilian agencies.
- Strong knowledge of modern software development methodologies, Agile frameworks, DevSecOps, and secure SDLC practices.
- Hands-on experience with Java, Python, Ruby, Oracle, RESTful APIs, and modern software engineering frameworks.
- Experience with DevSecOps, CI/CD pipelines, configuration management, automated testing, and Infrastructure as Code.
- Experience developing and deploying cloud-native applications using AWS and services including Lambda, S3, API Gateway, CloudFront, DynamoDB, Aurora, Neptune, Redshift, and QLDB.
- Experience with containerization, cloud migration, application hosting, and enterprise application modernization.
- Experience designing and administering relational and NoSQL databases, including Oracle and MongoDB.
- Knowledge of enterprise architecture frameworks and modeling techniques including BPMN and ArchiMate.
- Experience with Federal cybersecurity and compliance requirements including FISMA, FedRAMP, Section 508, and SAML-based secure authentication.
- Ability to collaborate with Government stakeholders, business analysts, quality assurance teams, and technical staff.
- Strong written and verbal communication skills for technical and executive audiences.
- Ability to obtain and maintain a Public Trust / ADPII Clearance.
- Preferred qualifications include HHS, NIH, or NCI biomedical research experience; NIH cloud modernization experience; clinical research or healthcare IT experience; Oracle Clinical, C3D, and Oracle WebLogic experience; and leadership of microservices, serverless, containerization, Kubernetes, and cloud-native modernization initiatives.
- Familiarity with Independent Verification and Validation, software quality assurance, automated testing frameworks, AI-assisted software development, and intelligent automation is preferred.

- The stated pay range is $107,900.00-$195,050.00 per year.
