Responsibilities

  • Architect and build the Polygon and Geo-Targeting Agent using authoritative hazard geometry, evacuation zones, and ArcGIS.
  • Develop deterministic polygon validation, geometry storage, overshoot and undershoot analysis, and geospatial REST API endpoints.
  • Test the agent with real geometry and incorporate feedback from GIS practitioners, alert originators, SMEs, and client stakeholders.
  • Coordinate geospatial behavior with related warning-authoring and alert-validation agents.
  • Apply prompt engineering and agentic or retrieval-augmented generation techniques for geo-targeted language.
  • Implement secure, compliant cloud hosting with human-in-the-loop controls, data minimization, and audit logging.
  • Document system architecture, data models, validation rules, and APIs, and participate in technical reviews, demos, and working groups.

Requirements

  • Bachelor's degree or higher in GIS, geography, geospatial engineering, computer science, data science, or a related field.
  • At least five years of experience in geospatial software development, GIS analysis, or geospatial data engineering.
  • Hands-on experience with Esri ArcGIS products and APIs.
  • Working knowledge of GeoJSON, Shapefile, vector polygon geometry, and topology validation.
  • Proficiency with Python, JavaScript, and SQL, plus experience with AWS, Azure, or GCP; AWS is preferred.
  • Experience designing and integrating REST APIs for geospatial or structured-data services.
  • Hands-on exposure to AI/ML or LLM-enabled solutions, including prompt engineering, retrieval-augmented generation, or agentic workflows.
  • Ability to translate stakeholder and policy requirements, including FCC WEA geo-targeting rules, into technical features and validation logic.
  • Working knowledge of Docker, Git, and CI/CD practices, with strong analytical, documentation, and cross-functional communication skills.
  • U.S. citizenship or permanent residency and ability to pass public trust clearance or suitability.
  • Preferred qualifications include emergency alerting or public safety communications experience; IPAWS/CAP, NWS, wildfire, plume, OpenFEMA, ArcGIS integration, AI risk management, FedRAMP, accessibility, Section 508, or AFN experience; and relevant Esri certifications.
