Responsibilities

  • Provide technical leadership and hands-on development for a full-stack engineering team delivering secure Federal applications.
  • Design, develop, and maintain backend services, REST APIs, data-access layers, enterprise applications, and reusable frontend components.
  • Build dashboards, reports, award views, signals, and AI-assisted workflows supporting search, analytics, monitoring, and decision support.
  • Integrate and deploy open-source AI and machine-learning models, including model serving, inference, prompt and workflow integration, and evaluation.
  • Design secure, scalable architectures for on-premises, hybrid, and controlled Federal environments.
  • Establish coding standards, code reviews, automated testing, CI/CD processes, and release-readiness controls.
  • Implement authentication, role-based access control, audit logging, data protection, accessibility, and other secure application capabilities.
  • Collaborate with government agencies, product owners, data engineers, AI/ML practitioners, and multidisciplinary technical teams through iterative development and user testing.
  • Troubleshoot complex technical issues and make architecture and implementation decisions supporting scalability, maintainability, security, and performance.
  • Produce technical documentation for government operation, maintenance, transition, and future expansion.
  • Align development practices with Federal security, privacy, accessibility, records-management, and data-ownership requirements.
  • Support delivery of the minimum viable product by the end of Month 6 within the seven-month period of performance.

Requirements

  • At least 7 years of full-stack software engineering experience, including developing and supporting enterprise applications.
  • Strong hands-on experience with Java and/or .NET/C# for enterprise application development.
  • Experience designing and building secure web applications, REST APIs, backend services, data-access layers, and reusable frontend components.
  • Experience integrating AI capabilities into software applications and working with open-source AI/ML models or frameworks.
  • Experience with Git, automated testing, CI/CD, code reviews, and Agile development.
  • Experience establishing or enforcing software engineering standards and development best practices.
  • Knowledge of authentication, RBAC, audit logging, secure coding, accessibility, and application performance concepts.
  • Experience with relational databases and applications that consume and transform structured and unstructured data.
  • Ability to provide technical leadership while remaining hands-on with architecture, coding, troubleshooting, and delivery.
  • Strong communication, documentation, problem-solving, and cross-functional collaboration skills.
  • U.S. citizenship and ability to obtain and maintain Top Secret eligibility are required.
  • An active Top Secret clearance is highly preferred.
  • Preferred experience includes open-source AI model deployment, LLMs, retrieval-augmented generation, embeddings, vector search, model APIs, model serving, and AI agent or workflow frameworks.
  • Preferred experience includes Federal financial management, budget execution, grants management, payment systems, award oversight, financial reporting, or financial stewardship.
  • Preferred experience includes secure Federal, on-premises, air-gapped, or hybrid environments and data visualization, analytics, or decision-support applications.
  • Preferred experience includes Linux, PostgreSQL and/or Microsoft SQL Server, Jenkins, Azure DevOps, Kubernetes/Rancher, or comparable DevSecOps technologies.
  • Familiarity with modern Java and .NET frameworks, enterprise application architectures, and Federal security, privacy, accessibility, and compliance requirements is preferred.
